This legislation changes the requirements for annexation by local legislation.  It requires a resolution from the county agreeing to the annexation; petition in support of the annexation signed by 50% of the property owners, 50% of the business owners and 50% of the voters in the area proposed to be annexed; and at least two public hearings.  Additionally, the city is required to notify each property owner in the impacted area.
